Hiya, I know the ultimate goal here is to get hold of govt data in more accessible ways, but I just wanted to share these posts from colleagues in the UK. There are numerous approaches for turning bog standard content into data feeds: http://electronicmuseum.org.uk/2009/07/07/scraping-scripting-hacking/ This one on how to data scrape Wikipedia with Google Spreadsheets was particularly interesting to me: http://ouseful.wordpress.com/2008/10/14/data-scraping-wikipedia-with-google-spreadsheets/ I still maintain that the best thing govt can do in the first instance is to get the data out any way they can. If it's online in any fashion, chances are people can do something with it. Ultimately this approach won't cut it, but it's a first step that most govt department should be able handle. And while they are doing that we can work on encouraging the best practice approaches. IMHO!
