Seriously, the terms for OGDI include gems such as:
"You may not modify, copy, distribute, transmit, display, perform,
reproduce, publish, license, create derivative works from, transfer, or
sell any information, software, products or services obtained from the
Services."
and
"Microsoft reserves the right at all times to ... edit, refuse to post or
to remove any information or materials, in whole or in part, in
Microsoft's sole discretion."

That's a pile of US government data in the Microsoft cloud. Amazon
did the same with EC2: <http://aws.amazon.com/publicdatasets/>. This,
of course, is a convenience to their paying customers--it's not open
access data.
