There are options available even if the PDF author has disabled text select
etc, such as in this example:
http://www.nzsis.govt.nz/pdf/BusinessAnalystPD.pdf
If your PDF document has TEXT that is protected, then either
(1) UsePDF2Word to get a MS-Word editable document that retains most of the
formatting,http://www.verypdf.com/index.html
(2) Use Gmail to get a plain HTML document, email the PDF as an attachment to
your Gmail account; click on the PDF; the Google PDF viewer will display the
document, plus 3 options: download / print / plain HTML
If your PDF document has text as an IMAGE, then
(1) Convert the PDF image to text, using something like PDFConverter,
http://www.nuance.com/imaging/pdfconverter/pdfconverter-professional.asp or
(2) Googledocs has a little documented feature which does a similar thing, but
you need a .JPG file

This issue caused a little bit of a storm within the KDE community.
Okular<http://okular.kde.org/>,
retained support for security features for a release or so, because it's art
of the PDF specification. The dev team wanted the project to be compliant
with the standard. As soon as that was implemented however, a fork of the
project was created that didn't enforce authors' security settings was
created.
I don't know the current state of play. I'm fairly certain that no free
software Linux viewers support those settings.
One issue it may raise for discussion is that if there are anti-user
features in a formal specification, should vendors comply? Sorry for using
the value statement of should. Perhaps I should phrase that as, what
arguments are there for & against.

I got halfway to making a quotable/linkable service that could handle
documents from .govt.nz domains:

I hoovered up the contents of the 2009 budget documents, and each paragraph
and cell in the tables are individually linkable to.
The whole "document chain" stuff doesn't work; the idea was though that you
could ctrl+click or drag around a block of text and then make a quote of
that doc and link it to other quotes to show a back-and-forth in public
documents.
Dropped it for lack of a pressing need it was solving. For it to accept new
documents I'd need to cajole my host to install a package.
The source for it is tangled up with a bunch of other crap at
http://github.com/wombleton/ensmartle but I'm sure it can be disentangled if
someone wants to make it useful.
